After activating the plugin, go to User »All users Then click on "Edit" for the user profile that you want to restrict.

You have to scroll down on their profile page. You will see a section where you can select categories that you want to restrict the user's ability to post. In the first field you can use the category you selected.

In the field below you can select a default category for this particular user.

When you're done, hit the "Update User" button and you're done.

Now when the author creates a post in the WordPress content editor, the following will appear in his sidebar:
